The Central Imperial Redevelopment Plan is a plan to revitalize and redevelop an area of approximately 580 acres in San Diego. Wieland Acoustics provided consulting services for the EIR for the fifth amendment of the Plan. The noise study considered the potential impacts of ten proposed projects within the redevelopment area, including single- and multi-family residences, mixed-use, commercial and industrial development, and the expansion of an existing YMCA facility. The study also considered a No Project alternative.
Wieland Acoustics documented the applicable noise standards and developed thresholds of significance for noise impacts. Noise measurements were obtained throughout the study area to document existing noise levels. Noise and vibration levels associated with project construction were analyzed. The noise levels generated by project operation were also considered, including traffic, outdoor recreational activities, parking lot activities and mechanical equipment.
Noise and vibration analyses were conducted to assess potential impacts at the ten proposed projects and mitigation measures were recommended where significant impacts were assessed. Locations affected by unmitigable impacts were also identified.
